According to Li Weiguo, director of the Social Cause Promotion Department of the Ministry of Agriculture and Rural Affairs, in 2018, more than 10 million rural toilets were completed in the country, and the rate of rural toilets was changed by more than half, of which over 60% were converted into harmless sanitary toilets. The "Toilet Revolution", as its name suggests, is to eliminate the problem of "dirty, messy, poor, less, and partial" toilets. Li Weiguo said that the “Clean Action Plan for Rural Habitat Improvement in Villages” was jointly issued by 18 ministries and commissions at the end of 2018.
